International: Iran's Islamic Revolutionary Guard Corps (IRGC) provided humanitarian aid to Afghanistan after a deadly earthquake. It dispatched drones, helicopters, and trucks with food and medicine. The IRGC expressed sympathy for victims and readiness to provide more assistance while Iran's Red Crescent sent a relief team to aid rescue operations. The 5.9 magnitude quake in eastern Afghanistan killed over 1,000 people and destroyed many homes.

International: IRGC commanders lauded Hamas and Islamic Jihad for their deadly attack on Israel on October 7. Rear Admiral Ali Fadavi, said that the “historic” assault “shattered” Israel’s power in the Middle East. And General Mohammad Reza Naqdi, the deputy IRGC commander, said that Israel’s vulnerabilities were exposed in a matter of hours. “It was revealed how dependent the regime is on the arrogant powers,” he said in reference to the United States and European countries.

International: President Biden implicitly warned Iran against interfering in the war between Hamas and Israel when summarizing U.S. efforts to help the Jewish state. "We’re surging additional military assistance to the Israeli Defense Force, including ammunition interceptors to replenish the Iron Dome. And we have moved a U.S. Carrier fleet to the Eastern Mediterranean, and we’re sending more fighter jets there into that region and made it clear — made it clear to the Iranians, 'Be careful,” he told Jewish community leaders.
International: President Ebrahim Raisi and Saudi Arabian Crown Prince Mohammed bin Salman spoke by telephone for the first time since the regional rivals moved towards rapprochement as part of a deal brokered by China in March 2023. Iran “is committed to deepening and strengthening relations with Saudi Arabia based on the principle of the unity of the World of Islam and neighborliness, and we believe that the relations between the two sides have the capacity to help stabilize, strengthen and promote the security and stability of the region,” Raisi said. The two leaders also discussed the war between Israel and Hamas. The prince "affirmed that the Kingdom is making all possible efforts in communicating with all international and regional parties to stop the ongoing escalation” between Israelis and Palestinians, according to Saudi state news.
